THE DECODE

A Washington founding, a State Department flagship, and a name built to echo across centuries.

Pax Silica is the United States’ attempt to organize the physical world that artificial intelligence runs on — and to do it as a coalition, not a country. It was announced December 11, 2025, with its inaugural summit convening in Washington, D.C. the next day, December 12. Its architect is Jacob Helberg, the U.S. Under Secretary of State for Economic Affairs, and it operates as the State Department’s flagship effort on AI and supply-chain security.STATE

The declaration is self-described as a “positive-sum” partnership whose purpose is to reduce “coercive dependencies” — Helberg says the pact stands for the rejection of “weaponized dependency.” And the name is deliberate: pax, the Latin word for peace, the stability imposed by an ordering power; silica, ordinary sand refined into silicon. Pax Romana ordered the roads; Pax Britannica ordered the oceans; Pax Americana ordered the air lanes and oil routes. Pax Silica claims the base layer of intelligence itself.ELCANO

Call it a chip pact and you undersell it. Count the words: “artificial intelligence” appears seven times in the founding declaration; “semiconductors,” once. The document covers what it calls “strategic stacks of the global technology supply chain, including, but not limited to” — critical minerals, energy inputs, refining and processing, advanced manufacturing, semiconductors, compute and AI infrastructure, data centers, fiber-optic connectivity, logistics. Everything from a hole in the ground to the model weights at the end of the wire.
